{"id":10116,"date":"2021-10-21T06:28:00","date_gmt":"2021-10-21T03:28:00","guid":{"rendered":"https:\/\/africacdc.org\/?post_type=speech&#038;p=10116"},"modified":"2021-10-22T06:38:32","modified_gmt":"2021-10-22T03:38:32","slug":"talking-points-weekly-press-briefing-on-covid-19-in-africa-21-october-2021","status":"publish","type":"speech","link":"https:\/\/africacdc.org\/speech\/talking-points-weekly-press-briefing-on-covid-19-in-africa-21-october-2021\/","title":{"rendered":"Talking Points, Weekly Press Briefing on COVID-19 in Africa, 21 October 2021"},"content":{"rendered":"\n<p><strong>Welcome Remarks<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Good morning from the African Union headquarters in Addis Ababa, and thank you to members of the press for joining today\u2019s briefing.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>At this time, I will share updates on the COVID-19 situation on the continent, including our response efforts and updates on the vaccine situation.<\/strong><\/li><\/ul>\n\n\n\n<p><strong>&nbsp;<\/strong><strong>COVID-19 Epidemiology Update | OVERVIEW<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>As of today, October 21st, African Union Member States are reporting the following:<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Total cases:<\/u><\/strong><strong> <\/strong><strong>Over 8.4 million <\/strong>COVID-19 cases have been reported in Africa, (8,450,464). This accounts for <strong>3.5%<\/strong> of total cases reported globally.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Total recoveries:<\/u><\/strong><strong> <\/strong><strong>Over 7.8 million <\/strong>people have recovered (7,831,265). This accounts for <strong>93%<\/strong> of the total cases reported in Africa.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Total deaths:<\/u><\/strong><strong> <\/strong><strong>Over 216,000 deaths <\/strong>have been reported (216,264). This results ina cumulative <strong>case fatality rate<\/strong> (CFR) of 2.6%,and accounts for <strong>4.4%<\/strong> of deaths reported globally.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The following five countries account for <strong><u>62%<\/u><\/strong> of all cases reported in Africa.<ul><li>South Africa: <strong>35%<\/strong> of total cases (2,917,846)<\/li><\/ul><ul><li>Morocco: <strong>11%<\/strong> of total cases (942,967)<\/li><\/ul><ul><li>Tunisia: <strong>8%<\/strong> of total cases (711,164)<\/li><\/ul><ul><li>Ethiopia: <strong>4%<\/strong> of total cases (360,503)<\/li><\/ul><ul><li>Libya: <strong>4%<\/strong> of total cases (351,756)<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Case Fatality Rate (CFR):<\/u><\/strong><strong> <\/strong>this week, <strong>27 <\/strong>countries (<strong>49%<\/strong> of Member States), are reporting a CFR higher than the global average of 2%.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>3 <\/strong>countries<strong> (Egypt, Somalia <\/strong>and<strong> Sudan) <\/strong>are reporting a<strong> CFR higher than 5%.<\/strong><\/li><li><strong>82% <\/strong>of Member States(<strong>45 <\/strong>countries) experienced the 3<sup>rd<\/sup> COVID-19 wave. <strong>34 (76%) MS are experiencing a more severe 3<sup>rd<\/sup> wave.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Since the last briefing, <strong>NO <\/strong>additional Member State is experiencing a 3<sup>rd<\/sup> wave.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Seven <\/strong>countries <strong>(Algeria, Benin, Egypt, Kenya, Mauritius, Somalia <\/strong>and<strong> Tunisia) <\/strong>are experiencing a 4<sup>th<\/sup> COVID-19 wave. <strong>4 (57%) MS are experiencing a more severe 4<sup>th<\/sup> wave.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Since the last briefing, <strong>NO <\/strong>additional Member State is experiencing a 4<sup>th<\/sup> wave.<\/li><\/ul>\n\n\n\n<p><strong>COVID-19 Epidemiology Update<\/strong> |<strong> VARIANTS OF CONCERN (VOC)<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>45<\/strong> countries are now reporting the <strong>Alpha<\/strong> (<strong>B.1.1.7<\/strong>) VOC.<\/li><\/ul>\n\n\n\n<p>Since the last briefing, <strong>NO <\/strong>additional Member State has reported this variant.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>40<\/strong> countries are now reporting the <strong>Beta<\/strong> (<strong>B.1.351<\/strong>) VOC.<\/li><\/ul>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp; Since the last briefing, <strong>NO <\/strong>additional Member State is reported this variant.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>41 <\/strong>countries are now reporting the <strong>Delta<\/strong> (<strong>B.1.617.2<\/strong>) VOC.<\/li><\/ul>\n\n\n\n<p>Since the last briefing, <strong>NO <\/strong>additional Member State is reporting this variant.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>2<\/strong> Member States are reporting the <strong>Gamma (GR\/501Y.V3\/P.1+P.1.1+P.1.2)<\/strong> VOC.<\/li><\/ul>\n\n\n\n<p>Since the last briefing, <strong>NO<\/strong> additional Member State has reported this variant.<\/p>\n\n\n\n<p>More details are provided in our dashboard:<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-africa-cdc wp-block-embed-africa-cdc\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"Gn1QjJih7U\"><a href=\"https:\/\/africacdc.org\/institutes\/ipg\/\">Institute of Pathogen Genomics (IPG)<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Institute of Pathogen Genomics (IPG)&#8221; &#8212; Africa CDC\" src=\"https:\/\/africacdc.org\/institutes\/ipg\/embed\/#?secret=byS9b8Ac2c#?secret=Gn1QjJih7U\" data-secret=\"Gn1QjJih7U\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><strong>COVID-19 Epidemiology Update<\/strong> |<strong> ONE-WEEK TREND ANALYSIS<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li>The following are trends for epidemiological week <strong>41 <\/strong>(<strong>11 &#8211; 17 October 2021<\/strong>), compared to the previous epidemiological week 40 (4 &#8211; 10 October 2021):<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>New cases:<\/u><\/strong> A total of<strong> 41,674 new cases<\/strong> were reported in Africa. This is a <strong>17% decrease <\/strong>from the previous week.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The <strong>highest proportion <\/strong>of new cases is from the <strong>Northern region<\/strong> (<strong>36%<\/strong>). The other regions are as follows:<\/li><li>Southern region (24%)<\/li><li>Eastern region (20%)<\/li><li>Central region (10%)<\/li><li>Western region (10%)<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The following 5 countries are reporting the <strong><u>highest number<\/u><\/strong> of new cases:<\/li><li><strong>Egypt (6,043)<\/strong><\/li><li>Ethiopia (4,771)<\/li><li>South Africa (4,448)<\/li><li>Libya (3,815)<\/li><li>Morocco (2,945)<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The following 5 countries are reporting the <strong>highest daily incidence per million<\/strong> <strong>population<\/strong>, (<em>average number of new cases per million population per day<\/em>):<\/li><li>Seychelles (183)<\/li><li>Botswana (167)<\/li><li>Gabon (82)<\/li><li>Libya (79)<\/li><li>Mauritius (55)<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>New deaths:<\/u><\/strong><strong> <\/strong>A total of <strong>1,481 new deaths<\/strong> were reported in Africa compared to <strong>1,892 <\/strong>from the previous week. This represents a <strong>22% decrease<\/strong> in new deaths from the previous week.<\/li><\/ul>\n\n\n\n<p><strong>COVID-19 Epidemiology Update<\/strong> |<strong> FOUR-WEEK TREND ANALYSIS<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li>The following are trends over the past 4 epidemiological weeks, (<strong>20 September &#8211; 17 October 2021<\/strong>):<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>New cases<\/u><\/strong><strong><u>:<\/u><\/strong> There has been an overall <strong>23% average decrease <\/strong>in new cases reported in Africa each week.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The following is a <strong>regional<\/strong> breakdown:<ul><li><strong>7% increase <\/strong>in the<strong> Central <\/strong>region<\/li><\/ul><ul><li>28<strong>%<\/strong> decrease in the Southern region<\/li><\/ul><ul><li>24%decreasein the Easternregion<\/li><\/ul><ul><li>18% decrease in the Northern region<\/li><\/ul><ul><li>16% decrease in the Western region<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The following is a breakdown by the <strong>most populous countries<\/strong> in Africa:<ul><li><strong>Egypt: 11% average increase<\/strong><\/li><\/ul><ul><li><strong>DR Congo: 3% average increase<\/strong><\/li><\/ul><ul><li>South Africa: 34% average decrease<\/li><\/ul><ul><li>Kenya: 24% average decrease<\/li><\/ul><ul><li>Ethiopia: 17% average decrease<\/li><\/ul><ul><li>Nigeria: 10% average decrease<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>New deaths<\/u><\/strong><strong><u>:<\/u><\/strong> There has been an overall <strong>20% average decrease <\/strong>in new deaths reported in Africa each week.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The following is a breakdown by the <strong>most populous countries<\/strong> in Africa:<ul><li><strong>Nigeria: 66% average increase<\/strong><\/li><\/ul><ul><li><strong>Egypt: 36% average increase<\/strong><\/li><\/ul><ul><li><strong>Ethiopia: 5% average increase<\/strong><\/li><\/ul><ul><li>South Africa: 30% average decrease<\/li><\/ul><ul><li>DR Congo: 18% average decrease<\/li><\/ul><ul><li>Kenya: 4% average decrease<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>COVID-19 TESTING &amp; MEDICAL SUPPLIES<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li>To date, <strong>over 75 million<\/strong> COVID-19 tests (75,216,046) have been conducted in African Union Member States since the pandemic started.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Over <strong>950,000 new tests<\/strong> (957,826) were reported for epidemiological <strong>week 41 <\/strong>(11 &#8211; 17 October 2021).<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>This is a <strong>7% decrease <\/strong>from the previous week when 1,030,267 tests were reported.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The cumulative positivity rate is <strong>11.2%<\/strong> and the test-per-case ratio is<strong> 8.9, <\/strong>similar to a positivity rate of 11.3% and test-per-case ratio of 8.8 in the previous week.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>7% <\/strong>of Member States(<strong>4 <\/strong>countries) are reporting test positivity rates higher than 12%.<\/li><\/ul>\n\n\n\n<p><strong>CAPACITY-BUILDING FOR MEMBER STATES<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li>Africa CDC has continued to support Member States on IPC through the weekly virtual training. Last week\u2019s session focused on <strong>\u201cImproving Antimicrobial stewardship Programmes during COVID-19\u201d<\/strong>. More than 800 participants trained. This week&#8217;s session focuses on \u201cpractical solutions for health facility design and traffic flow regulation\u201d.<\/li><\/ul>\n\n\n\n<p><strong>COVID-19 VACCINE UPDATE<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>With regards to the current progress of vaccinations across the continent &#8211; as of 13th October, African Union Member States are reporting the following:<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Total vaccine doses supplied:<\/u><\/strong><strong> <\/strong><strong>252.5 million COVID-19 vaccine doses<\/strong> have been procured by 53 Member States.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Total vaccine doses administered:<\/u><\/strong><strong> <\/strong><strong>176.6 million COVID-19 vaccine doses <\/strong>have been administered, which corresponds to <strong>69.97 %<\/strong> of the total supply available in Africa.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><u>Coverage:<\/u><\/strong><strong> <\/strong><strong>5.23% of the population <\/strong>has been fully vaccinated on the continent.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The<strong> following five countries<\/strong> have administered the most vaccine doses in Africa.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><em>Country<\/em><\/td><td><strong><em>Doses administered<\/em><\/strong><\/td><td><strong><em>% of the supply<\/em><\/strong><\/td><td><em>% of Population <strong>fully vaccinated<\/strong><\/em><\/td><\/tr><tr><td><strong><em>Morocco<\/em><\/strong><\/td><td>43.73 million<\/td><td>100%<\/td><td>55.79%<\/td><\/tr><tr><td><strong><em>Egypt<\/em><\/strong><\/td><td>20.87 million<\/td><td>100%<\/td><td>6.72%<\/td><\/tr><tr><td><strong><em>South Africa<\/em><\/strong><\/td><td>19.67 million<\/td><td>89.85%<\/td><td>17.49%<\/td><\/tr><tr><td><strong><em>Algeria<\/em><\/strong><\/td><td>10 million<\/td><td>84.78%<\/td><td>9.51%<\/td><\/tr><tr><td><strong><em>Tunisia<\/em><\/strong><\/td><td>8.28 million<\/td><td>88.67%<\/td><td>27.44%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>More details are provided on our dashboard (<a href=\"https:\/\/africacdc.org\/covid-19-vaccination\/\">https:\/\/africacdc.org\/covid-19-vaccination\/<\/a>)<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Eritrea<\/strong> is the remaining AU Member States yet to start COVID-19 vaccine roll out. <strong><\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>AVAT J&amp;J DELIVERIES<\/strong><strong><\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>In the past week, AVAT delivered 650,400 doses of J&amp;J to two member states<\/strong>: Benin (189,600) and Uganda (460,800)<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>The total number of AVAT deliveries(J&amp;J) to 27 AU member states totals 5,865,780 doses.<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>These are Angola, Benin, Botswana, Cameroon, Congo Republic, C\u00f4te d&#8217;Ivoire, Egypt, Ethiopia, Gambia, Ghana, Guinea, Kenya, Lesotho, Liberia, Mauritania, Mauritius, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Sierra Leone, Sudan, Togo, Tunisia, Uganda, Zambia. Also, 12, 000 doses were delivered to the African Union.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>580,800 doses of the same were delivered to 6 Caribbean countries; Trinidad and Tobago, Bahamas, Guyana, Jamaica, Belize, Antigua &amp;Barbuda.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Till date AVAT deliveries stands at<strong> 6,458,580<\/strong> doses of Johnson and Johnson vaccine.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>BURUNDI COMMENCES COVID-19 VACCINE<\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>October 18<sup>th<\/sup>, 2021 &#8211; Burundi on Monday rolled out its first COVID-19 vaccines, months after most African countries. The vaccination campaign started in the commercial capital of Bujumbura without fanfare. Officials cannot just shut down society, but rather need layered policies appropriate for the COVID levels in-country<\/li><li>The <strong>PHSM tiered framework<\/strong> is a proposal for Member States to use indicators and thresholds, which measure the \u2018amount\u2019 of COVID-19 in a country, to help determine which policies should be put in place.<\/li><\/ul>\n\n\n\n<p>A similar approach has been used in South Africa with their <a href=\"https:\/\/www.gov.za\/covid-19\/about\/about-alert-system\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">alert system<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>These PHSM tiers are based on incidence and test positivity, but the guidance published is only recommendations \u2014 we hope that Member States will use this guidance to build their own indicators, threshold and policies.<\/li><li>These proposed tiers should also be balanced with secondary impacts of PHSMs such as economic burdens, food security and access to essential health services, to ensure access to essential livelihoods<\/li><li><strong>This is one of the tools that Africa CDC has developed, in partnership with Resolve to Save Lives, that supports both the Prevention and Monitoring components of the <\/strong><a href=\"https:\/\/africacdc.org\/download\/adapted-africa-joint-continental-strategy-for-covid-19-pandemic\/\"><strong>Adapted Africa Joint Continental Strategy for COVID-19 Pandemic<\/strong><\/a><strong><\/strong><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>The purpose of PHSM tiers is to provide a framework to support clear decision-making, improve accountability and provide clear, evidence-based guidance to communities to increase healthy behavior change.<\/li><li>PHSMs should also be tailored to the smallest geographical region possible, for better response to hotspots and mitigation of secondary impacts.<\/li><li>Effective PHSMs are:<ul><li>Easy to understand<\/li><\/ul><ul><li>Transparent<\/li><\/ul><ul><li>Data-driven<\/li><\/ul><ul><li>Practical<\/li><\/ul><ul><li>Customized to smallest geographic region<\/li><\/ul><ul><li>Collaborative<\/li><\/ul><ul><li>Legal, with proper oversight<\/li><\/ul><ul><li>Supported by wide dissemination of information that is easily accessible to the public<\/li><\/ul><\/li><li>Transparency in decision making and predictability can encourage engagement from communities, in that they will know what to expect based on data and clear decisions.&nbsp; This is critical to ensuring that PHSMs have value in disrupting transmission.<\/li><li>Displaying and communicating the level of risk and the related PHSMs will support individual, business and community decision-making and can be adapted as vaccine rates increase or potential changes in transmission occur.<\/li><li>The media has an important role to play in building trust and supporting clear, evidence-based communication with the public about what levels of PHSMs are in place, and why they change.<\/li><\/ul>\n\n\n\n<p>PHSMs will be necessary to control transmission while vaccine coverage remains low; more equitable access to COVID-19 vaccines in Africa is crucial to improving coverage.
